What Are Critical Minerals?
Critical minerals are the materials modern economies rely on but cannot always source securely. They sit inside power grids, aircraft, semiconductors, fertilizers, defense systems and everyday electronics — often in tiny quantities, but with consequences far larger than their market size.

A critical mineral is a material that is important to the economy or national security and exposed to a meaningful risk of supply disruption. The term does not mean the mineral is necessarily rare. Aluminum is abundant. Graphite occurs widely. What makes them critical is the difficulty of replacing a lost supply chain quickly.
That vulnerability can appear anywhere between the deposit and the finished product. A country may have geological resources but no commercial mine. It may mine the material but lack refining capacity. It may produce a refined metal but still depend on foreign manufacturers for specialized components.

In 2025, the leading refining country accounted for an average of about 72% of refined supply across key energy minerals, excluding rare earths. The same leading suppliers accounted for more than three-quarters of refined supply growth between 2023 and 2025.
This concentration exists not because other countries lack geological resources — many do not — but because of decades of investment, integration, scale economics and, in some cases, deliberate industrial policy.
